Perhaps the body temperature is too low. Do you have a gigantic lamp and water heater? Turtles are usually lethargy in the winter due to cold weather.

I very much doubt it. . what you can do without it takeing to veterinarians. . . temrature obtain water rights and clean water. . . Do you have a dry place for himself and waters?
